I'd try 2 more things.

1) execute the command by hand as user uucp omstead of root and see if it's ok

2) momentarily edit bin/notify and change $SENDMAIL into
/usr/lib/sendmail.sendmail or whatever is the actual binary (not
symlink), so to exclude symlinks problems.
