You already have the tools to do this quite easily. As an example, most
windows programs can print to a file - pick a postscript printer, print
to a file, feed the file into ps2pdf on a unix machine.

You might also want to look at sambafax, it lets you set up a samba
printer that feeds into hylafax (windows feeds it postscript), which you
could easily replace with something that turns the postscript into a pdf
and puts it somewhere for download.
