I have updated my modem configs with these entries and now I get a ring and then silence.

A question I have is what is '!3' for? There is no Diva doc on this.

"Class2CQQueryCmd: !3" tells HylaFAX to not query the modem for copy-quality checking/correction capabilities (because the AT+FCQ=? response would be misleading/erronious) and instead to simply use a value of "3" (meaning the modem checks and corrects incoming image data - so HylaFAX really shouldn't do this independently).

I really doubt that this has anything to do with your RING problem.
