My server is old. It was built around ~2000. I brought the machine down and
went into the BIOS. The PCI configurations were set for AUTO so I picked
IRQ 12 and 14 which seemed to be free. My choices only went up to 15.

You'll only see IRQs above 15 if your system has an APIC, *and* APIC support is turned on in the kernel. APICs are found on SMP systems and many newer single-processor systems. They're kind of nice for machines that have lots of PCI cards, since they practically eliminate IRQ sharing.

You might try moving the problematic card to a different PCI slot, if you
can.  I've seen that fix some pretty odd and puzzling problems, like a
Digicom TDM400 card that couldn't trigger interrupts.

Thanks for the reply. Unfortunately the problem happens across 2 cards with
a failed fax during a V.34 session prior to the wedging being the common
theme.
