You'll only see IRQs above 15 if your system has an APIC, *and* APIC support
is turned on in the kernel. APICs are found on SMP systems and many newer
single-processor systems. They're kind of nice for machines that have lots
of PCI cards, since they practically eliminate IRQ sharing.
You might try moving the problematic card to a different PCI slot, if you
can. I've seen that fix some pretty odd and puzzling problems, like a
Digicom TDM400 card that couldn't trigger interrupts.
