This is a no recieption and the 'MODEM Command error' is what is the
cause of concern. Here's an excerpt of a good log:

The ERROR means that the HDLC frame received in response to AT+FRH=3 was received in error, e.g., it was corrupt.


Generally speaking it's a recoverable problem. If it happens too often, though you may want to start investigating line problems, modem problems, etc. But since you're using a USR, I'd attack that first.
