[hylafax-users] Limit Transmit Speed for VOIP faxes

Hylafax 4.1.7 ...

I'm trying to get HylaFax to use our VOIP line to fax out. I'm having a problem
where the received fax is missing lines. Tech support said to lower the
baudrate and try that. I see plenty of options in the documentation to set the
minimum speed... I don't see an option for a maximum speed. I've tried lowering
the ModemRate in config.ttyS3, but that just gives me garbled pages.

Would I set this at runtime (I only run hfaxd and faxq) ?
Would I set it in /var/spool/hylafax/config ?
Would I set it in /var/spool/hylafax/config.ttyS3 ?
  What option would I set?

Is there any better strategy for faxing over VOIP?
