It is normal. Here is a current output.
I have received faxes on all lines without issue.

HylaFAX scheduler on faxserver: Running
Modem ttyR0 (+Phone #): Running and idle
Modem ttyR1 (+Phone #): Running and idle
Modem ttyR2 (+Phone #): Running and idle
Modem ttyR3 (+Phone #): Running and idle
