You could test with another modem to see if it is modem-related.


It looks as if the modem is not detecting the V.21 data until near the end of the HDLC frame data, so it's only picking up a few bytes. Anything less than 4 bytes will trigger the "HDLC frame too short (0 bytes)" error message. It could be a bizarre incompatibility between the modulators.
