It looks like the line got very, very noisy or something.  Notice that 
all of the intended PPR signals coming from the receiver are corrupt:

Thus, because the image is MMR-encoded the receiver will truncate the 
image at the first decoding error.... which probably will be early-on 
in the data stream (i.e., tagline is not surprising).
