If you are receive-only then you should still run faxgetty but set 
RingsBeforeAnswer to 0.  The reason why you should do this is so that 
your faxstat shows something meaninful when the modem is not in use, as 
you seem to expect.

If you insist on not using faxgetty, then you must use faxmodem.  See 
'man faxmodem'.
