You should use Mandrake's 4.1.8 if you're going to stick with that
version.  If you intend to build a CVS version, you might as well install
from source.

run rpm -qa libtiff*

I get

libtiff3-devel-3.5.7-11mdk
libtiff3-3.5.7-11mdk
libtiff-progs-3.5.7-11mdk

and I can build fine.  If you install from RPM (using urpmi) it will
install what you need automatically.

Keep an eye on my next thread: I'm porting 4.2.0rc2 to Mandrake and it
will be in cooker shortly.
