problem is I cannot read any faxes that I receive.  Using Imaging on a
W2k workstation, all I get is a bunch of garbage.  I've tried
converting
them to .tif, .ps, and .pdf formats.  I'm convinced that it's just not
decoding the incoming fax correctly.

Anyone have any suggestions on where to start?  Is it a modem issue or
a
Hylafax setting issue?

You're probably using libtiff 3.6.1.
