Looks like you're using a Digi or a Patton modem.  :-/

This is what I have *always* seen with my Digi modem in Class 1.  I 
haven't gotten it to work in Class 1 yet.

What changed in your modem config file during the upgrade?  Were you 
using Class 1 before?
