I think that solutions will be:

+ adding some information to the postscript file that make the
  postscrit interpreter think that this is a latin1 (or something
else)
  document, so the accented character are printed correctly (as in
  html, where you can use entities like è but also mark the
  entire document as latin1 and write accented chars.
+ or adding to faxcover the ability to escape the accented characters.
