How can I increase the AT+FTS settings?

Change the setting in your modem config file. See 'man hylafax-config'.

Looking at some more of my
logs, it
looks like FTH is almost always =3 when the problem occurs.

AT+FTH=n is always n=3 even when the problem doesn't occur. AT+FTH=n doesn't ever have anything but n=3. It means to transmit HDLC frames with V.21, and that's the only way that non-V.34-Faxing is done. So if you were to somehow change AT+FTH=146 (or anything other than 3) you'd end up with either an ERROR message or a mess, but definitely not a fax.

What do
these AT
Fax commands stand for?

Read ITU-T T.31 if you really want to know. Otherwise, if you just want to get a rough idea, read 'man hylafax-config'.

How can I change them?

You change things in your modem config file.
