The first parameter simply enables distinctive ring while the second 
determines the delay, in 1/10 sec, that the modem sends "RING" to the DTE 
following the falling edge of any distinctive ring pulse.  The strategy is to 
make the delay longer than any off periods so it doesn't get reported before 
the pattern is finished(and accounting for noise variations), while not 
delaying reporting the RING for too long(i.e. by the next ring).   If this 
sounds confusing then don't worry - I'll be explaining this in a mini howto 
to be released with the patch.

If the call is always taken as fax then of course, it's not working :) 
With the patch and other materials to be distributed on the wiki one should be 
able to handle any of voice, data, and fax calls with distinctive ring equally 
well.
