its not really blank pages that are coming out, its a page that is 
about 1/2 correct, and then the rest of the page is blurry beyond 
recognition or the page just goes blank after a little bit of 
blurriness.

I setup a whole new machine with the new modems (the old one is still 
up to send out faxes -- even if they are sending bad pages every so 
often), and all the equipment is brand new, and I'm getting the same 
errors as the old machine.  I dunno if I trust the phone company, but 
they've come out a few times now and they said they test it every time 
and its fine.

Yes, we bought new modems and the problem still persists.  The fax 
machine I've tested to is what I've always tested to, but I did try to 
test to some other fax machines in the building and it still had the 
same problem, so its not the machine, also looking at the logs, all the 
machines that have the problem are different (not just 1 brand).
