It's a relatively new feature for HylaFAX.  From 'man sendfax':

       -z filename Read  destinations  from filename which contains a 
list of the destinations formatted identically as
                   destinations for the -d option, one per line.  
Usage of this option is similar to the -d option  and
                   may be done in conjunction with other -d and -z 
options.
