sorry for not answering your question on the list. I'm a bit busy at the moment.

just a few hints:

passive cards:
- only one card per box is supported by the linux drivers
- have only one ISDN-connector (1x S0 or 2x B-channels)
- don't support some PBX-protocols
- let the CPU do all the communication

active cards:
- up to four per box are possible (mixing B1/C2/C4 is possible)
- have 1 (B1) to 4 (C4) ISDN-connectors (one connector = 2 B-channels)
- support point-to-point and point-to-multipoint protocols
- have own CPU/memory to increase the CPU-idle time ;-)

You can find a comparison of the active AVM-cards on this page:
http://www.avm.de/en/Produkte/aktive_Controller/C4/Datenvergleich.html

Basic ISDN-infos are here:

Be careful. The AVM-T1-hardware does not support CAPI cased fax!

I didn't get if you are behind a PBX or not. ISDN/CAPI supports as much numbers per channel as you configure in the config-section.
The number of B-channels you need depends on the need of parallel receiving. A common rule is to share one line with 20-25 users.

In any case i would prefer an active card, as you can expand the box with more cards if you have to increase the line-capacity.

We use two server (backup!) with one C4 each, behind a PBX. But we don't receive more than approx. 40-50 pages a day at the moment. The system is designed to fulfil the needs of 400 users.
