Nothing!  That is the problem.

Here's what I did to restart Hylafax:

 [root@server root]# service hylafax restart
Shutting down HylaFAX queue manager (faxq):                [  OK  ]
Shutting down HylaFAX server (hfaxd):                      [  OK  ]
Starting HylaFAX queue manager (faxq):                     [  OK  ]
Starting HylaFAX server (hfaxd):                           [  OK  ]
Restarting HylaFAX modem manager (faxgetty):               [  OK  ]
[root@server root]#

It looked Hylafax restarted OK.  But if I send a fax job to the server it
wouldn't dial the modem.
Same happen for a inbound, modem wouldn't pickup the line.
It will be cured after reboot.

Any idea to why this is?

Well, what happens when you try, and how are you attempting to restart it?

It works when I restart it on my system (of course) but then again, I
never have a good reason to restart it.
