This means that the modem tried to listen for the remote's high-speed 
data carrier and never heard it for 7 seconds.

If this is consistent then I would look for some sort of interference 
with the modem hearing the data carrier... i.e., a PBX, static on the 
lines, etc., and if that yields nothing then maybe look at adjusting 
some sensitivity setting (S registers) on the modem.
