I'm not sure what you mean here. All fax software and machines must
conform to ITU-T.30 in order to be standards compliant.
As far as what technologies within T.30 are supported in WinFax versus
HylaFAX, this most certainly depends on what modem is used and whether
it is used in Class 1 or Class 2, but here are the capabilities of a
WinFax receiver I have seen and which I've found to be common for
WinFax:

This is the same as HylaFAX 4.1.7 except that HylaFAX also supports B4
and A3 page width. However, HylaFAX CVS plus some developmental
enhancements will, in Class 1, support:
Sep 16 16:20:21.92: [ 2021]: REMOTE best rate 14400 bit/s
Sep 16 16:20:21.92: [ 2021]: REMOTE max A3 page width (303 mm)
Sep 16 16:20:21.92: [ 2021]: REMOTE max unlimited page length

Sep 16 16:20:21.92: [ 2021]: REMOTE best format 2-D MMR
Sep 16 16:20:21.92: [ 2021]: REMOTE supports T.30 Annex A, ECM
Sep 16 16:20:21.92: [ 2021]: REMOTE best 0 ms/scanline
Which is an improvement in data format, resolution, and ECM support.
Procomm Plus which is now owned by Symantec can do Class 1 ECM, so I
fully expect that technology to leak into WinFax soon, since Symantec
owns them both. These capabilities aren't particularly any different,
though, than say Microsoft Fax. The core difference between HylaFAX
and any product like Microsoft Fax, Procomm Plus, or WinFax will be in
the so-called stability. There are probably going to be many fewer
protocol bugs in HylaFAX than in the others... at least that's been my
experience.
