The init string for you modem is :
AT&FW2&C1&D2&K3&Q9S7=60S46=138S48=7S95=47


So try to add this line to your config.ttyS0 file:
ModemResetCmds		AT&FW2&C1&D2&K3&Q9S7=60S46=138S48=7S95=47
