I don't know about what "seem" to be by the logs.  The documentation 
states that the DialString ruleset is used to produce the number that 
is dialed.  Use dialtest to check your DialRules.  If the software does 
not produce results as the documentation states, then there's a problem 
to address.  However, I seem to believe that many people since 4.0pl2 
have used the DialString ruleset to add a "9", for example, to the 
beginning of their dialstring.

Are you referring to the same thing as is discussed at:

I never used 4.0pl2.  Can you show some log snippits to illustrate what 
you're seeing?
