The problem is with the receiving machine and not with HylaFAX.
As far as I understand, the "training" is only a method of determining
the optimum transmission characteristics through the network that exists
between the modem and the receiving fax machine. If the training fails,
an adequate connection was not achieved, and not much else can be done at
the sending end.
I don't know a whole lot about this, and maybe someone else can add to my
explanation.
