Shell scripts cannot be made suid (execute by a non-root user with root
priviledges) for security reasons; perl script can be. So if you can do perl
this is a way to do it.

Or you may consider the "sudo" command which allows to selectively grant
root priviledges to normal users .

The alternative is to modify HylaFAX to change permissions, but this would
be a problem for each upgrade.
