You can ask USR this question. DTR is on, but the modem is on-hook.
Unfortunately, some modems still seem to "listen in" when this
arrangement happens, and will do dumb things like try to handshake when
another modem on the same line is handshaking.

FaxGetty only answers on RING or CID when told to. It's doubtful that
faxgetty is triggering the answer. It's probably the modem's
firmware. I'm guessing that ATS0=0. At that point, I don't know what
to say.

Another line or a switch on the line.
