Hi,
when I compiled HylaFAX 4.1.5, I had the same problem. 
I searched through all the documentation and figured out, that in the 
etc/config.ttyS0 or nowhere else was the command: "FaxRcvdCmd: bin/faxrcvd" 
that starts the forwarding of any of the mail service. Then with the line 
"SENDTO=faxmaster; FILETYPE=tif;" in etc/FaxDispatch I receive the received 
faxes.
I didn't tried too hard to get the pdf or ps conversion, but with tif it 
worked quite fine.
