It seems, that HylaFAX doesn't know to use c2faxsend as command to send 
a fax. You have to add a parameter

SendFaxCmd:             /[your path to c2faxsend]/c2faxsend

to the global config-file in $SPOOLDIR/etc (not the modem-specific 
config.faxCAPI!). Then it should work.
