If you're using HylaFAX's copy quality checking function (PercentGoodLines 
!= 0) then there's not much else you can do except perhaps enabling it in 
the modem (AT+FCQ=1).

explains and gives a workaround.  tiffcp is preferable to convert, though, 
because it maintains the fax-specific header lines.
