I have some experience of Hylafax in a cluster.  Its not a true cluster
though, Instead of doing one machine with six modems we used three machines
with two modems each.

This way if we lose a machine we hardly feel it, and if we lose two we can
still operate even if slowly.  We use a six line hunt group so an incoming
call grabs the first open line all the machines put an archival copy on our
"backup" machine then print a copy for the recipient.
