Actually, I am thinking an incoming fax handled by hylafax.

A fax comes in, a decision is made based on the phone number and the fax 
is sent to be printed on a windows box rather than being emailed.

I see this as a two step process:

1.  Fax is converted by ghostscript to whatever format is needed by the 
windows printer
2.  The resulting raw print file is queued for printing and is spooled 
to the win box.

I don't want to reinvent the wheel if this has already been done.
