Is there a '/' missing (="docq/cdm6114.ps;30") ?
/docq is the folder which holds all pending fax documents.
Maybe you could switch to STOT command:
PASV
HylaFAX returns a port, e.g. 192,168,1,1,<12>,<345>
get port number: (<12>*256)+<345>
STOT
HylaFAX returns <doc name> (e.g. doc123.ps)
send document via winsock through this port
change:
LocalFileName := 'JPARM DOCUMENT '+ <doc123.ps>;
