Are you running faxgetty?  If you are, try respawning it via 'killall
faxgetty'.
What does 'faxstat -sl' say?

I'm not sure about Win2K compatibility, but Cypheus and WHFC are good free
client programs.  I know that RelayFax is Win2K compatible, but you may not
be interested in a commercial product.
