Hmmm... will the AS/400 act as a printing client over any other sort of
TCP protocol?

Unknown.  Probably "not yet". 

A HylaFAX client looks a *whole* lot like an FTP client; there are now
half a dozen of them available; I wouldn't call it "straightforward"...
but it shouldn't be rocket science.
