I have a similar problem.

Say I send 1 fax to 1 destination:
busy, wait 5mins, retry, this is ok, even for 12 times.

Say I send 100 faxes for 100 different destinations:
#1 is busy, reschedule in 5 mins, send 2 other faxes, retry #1 busy, reschedule
in 5 mins, send 2 other faxes, 1 of them is busy, reschedule ...

Right now, if 10 out of those 100 faxses are destined to be busy (even always
busy) they are always rescheduled and tried in between the other 90. 
12 * 10 = 120 tries intermingled the others (even if you lower the maxdials you
get similar problems in minor proportions). If instead these 10 jobs could be
tried only after the other 90 are sent, these 90 would be sent very quickly.

Basically, I'd like some mechanism to put the busy faxes at the end of the list,
so all other faxes are tried and the busy ones left at the end.
Maybe decreasing the priority (+1) of a job each time it's busy would do it.
