[hylafax-users] fail to training or busy signal detected

I have two computer to test hylafax.

one:
os: Suse 6.4
hylafax version: 4.1beta3(compile from source code)
libtiff ver: 3.5.4-44
fax number 15 (internal)
modem: USR 56K voice(support class 1 ,2.0. I used class 1)
===========================
two:
os : window 95
fax software : faxnow 
fax number :11
modem : (support class 1,2,1.0 . used as class 1,)
============================
both can send fax to fax machine.
when I send fax from win95 to hylafax, often recieve "traing fail" and sometime 
successful, when from hylafax to window 95 , almost always recieve "busy signal 
detected" , but before send , both are ready and idle. 
why?  what shall I do for this, if you know , pls. give me a hand.
