just a guess:
try to reduce ATS8=2S7=60&K3&D2&C1 or break it into smaller peaces.
The modem does not answer this command. Maybe it does not understand one of
these many commands.
(It has been discussed that hylafax should not send sunch long strings to the modem
and better break them up into single ATXXs for better diagnosis in case of problems)
