i think, imust correct you......
Hylafax does support such checking and rejecting
search the documentation (man config) for qualifyTSI
and / or qualifyCID. 
With this commands in config.tty you supply two files which hold
patterns against which incomming faxes are checked before they 
are accepted.
Hylafax rcks.
