It seems to ignore all commands after ATZ (such behavior is allowed) and so
does not disable the command echo. Try
ModemResetCmds: "ATZ\n"
But note that for the upcoming Hylafax 4.1 beta3 explicit ATZ is
redundant.

Just because the echo is still active, and Hylafax cannot parse AT+FCLASS=?
response.
