Doubt that it works at all :-) Go to ftp://ftp.hylafax.org and grab the
most recent 4.1 beta RPM.

Unacceptable! At least 19200 is required (for many modems 19200 is the only 
possible speed for fax operation).

Use also ModemResetCmds: ATZ to reset the modem in the beginning of each
session (not necessary for the latest version -- it do ATZ itself).

Your modem was unable to identify the remote fax machine capabilities. Maybe 
ATZ as the init command would help (I again recommend you to use more recent
Hylafax!), but many chances that this is the firmware bug and so cannot be
fixed at the software level. Try another modem ...

I've just tried this destination with my Zyxel 1496 in Class1 mode (have
they changed their fax machine? NSF is different):
