Looks to me like you've got a broken kernel tree. You've either:

o forgotten to install the kernel-headers RPM (most likely)
o deleted the /usr/include/linux -> ../src/linux/include/linux symlink
o upgraded your kernel without using RPM, named your kernel build tree
  something other than /usr/src/linux and not put a linux->linux-2.2.16
  symlink in there
 
But it doesn't matter - you should not be compiling HylaFAX from source without
good reason, you should use the RPM which has been prepared for you (as Ken
rightly points out).

Get it at:

ftp://ftp.hylafax.org/hylafax/hylafax-4.1/binary/linux/redhat/RPMS/i386/hylafax-4.1beta2-5rh6.i386.rpm

You'll also need the libtiff update RPM from RedHat . . . get that at
updates.redhat.com.
