No. This is Class2APCmd with "AT+FAP" default. This is wrong and should be
corrected in sources, although seems not to be very dangerous.

His config has nothing to do with this issue.

Most of them have nothing to do with the fax mode operation (except maybe
ATZ & ATD :-))

Have you read Class* specs yourself? They are not very obvious for the
beginner and require T.30 understanding...
