You didn't mention the version of HylaFAX that you're trying to compile.
I'm guessing either 4.0pl2 or 4.1beta2, both unpatched versions.  If you
feel like compiling you need to review the patches at
http://www.hylafax.org/patches and apply a number of them, especially the
tiff 3.5 interfaces patch, or, and I'd highly recommend this, don't compile
and use this RPM:

ftp://ftp.hylafax.org/hylafax/hylafax-4.1/binary/linux/redhat/RPMS/i386/hyla
fax-4.1beta2-5rh6.i386.rpm
