The only thing which is not entirely modem dependent is the @ at the
end of the dialled number; I'd suggest trying removing this.  It 
may cause problems for other numbers, so you may have to put it in
the info file for (locked down with an & prefix) for specific problem
numbers.

Note that normal telephone systems don't generate ring back tone in
time with the actual ringing, so hearing three ring backs doesn't mean
that there were only three rings.  However, if your modem is giving up
in some way after three ring backs, the problem is with the modem, not the
software.
