Definitely go to Hylafax 4.1beta1 for an RPM. or f.1beta2. There
are lots of patches for more recent versions of Linux.

Note: many classes of modems do better with xon, especially Rockwell
based (read: Zoom 14.4) modems. There are a number of differences
between your config file and the standard rockwell one: take a look
at them.

You're running Mandrake. *GACK*. Sorry, but I had real problems with
that distribution of Linux and gave up and went to RedHat.
Since the RPM distribution of HylaFAX is for RedHat, you may want to recompile
with a recent source release and see about better results.
