Indeed I forgot to run faxaddmodem.
After I did faxstat says: ".... waiting for modem to come ready" - and
nothing happens. 

HylaFAX scheduler on eins.kaiser.de: Running
Modem modem (+49.30.2154245): Waiting for modem to come ready
