/dev/modem should be a symbolic link to /dev/ttyS1 for your setup.

Make sure that "RingsBeforeAnswer" is not set to 0 for the config.modem
file.

Hmm. Check that both of them create the lock files with the same names
and in similar text or binary format, in /var/lock for Linux
installations.
