Hi David,
You are right, I changed the speed to 19200 baud, now it works. But 
after sending a fax the modem status changes to " waiting for modem 
to come ready". I had to restart faxgetty process. Modem flow control 
is set to xonxoff. I tried setting hardware  flow control, it locks 
the modem. Modem type is " Netcomm RoadStar 336". 
How to getaround this problem?

The computer isn't keeping up with the modem.  Either you have the
interface speed set at less than 19200 bps, or the machine is
overloaded.

WHFC will be a red herring.
